Hello dude.
I'll give you a single example of each case in all modes (affirmative, negative and interrogative), and then you see to the ones left, okay?

I) There is => used in singular, and means "há" or "existe" in Portuguese. Example:

Affirmative mode: There is a cat on the roof;
Negative mode: There is not (isn't) a cat on the roof;
Interrogative mode: Is there a cat on the roof?.

II) There are => used in plural; the plural of "there is", and means "há" or "existem" in Portuguese. Example:

Affirmative mode: There are several types of languages in the world;
Negative mode: There are not (aren't) several types of languages in the world;
Interrogative mode: Are there several types of languages in the world?.

III) There was => the past of "there is", and means "havia" or "existia" in singular, in Portuguese. Example:

Affirmative mode: There was a meat house in the corner of my block;
Negative mode: There was not (wasn't) a meat house in the corner of my block;
Interrogative mode: Was there a meat house in the corner of my block?.

IV) There were => the plural of "there was", and means "havia" or "existiam" in Portuguese. Example:

Affirmative mode: There were plenty of people in the show;
Negative mode: There were not (weren't) plenty of people in the show;
Interrogative mode: Were there plenty of people in the show?
