He does that because he wants to emphasize this word. It's a play on the social network's names, and it emphasizes the author's critic

Litter means trash, rubbish.

The cartoonist's intention is to mock and highlight some ridiculous aspects of the modern life.  The second part of the question is a personal one: you could say that you agree because those social networks are useless and inherently flawed tools or you could say you do not because they are just that - tools - and the use you make of those defines if they are worthy of criticism or not.
