Just the simple fact of using these technologies in addition to e-mails, social networks, blogs etc., technological users (smart citizens) are victims or even commit illicit acts, and from such acts consequences are generated for all involved. An example of this was the recent emergence of the BYOD device by which people became more productive at work, but there was an increase in the vulnerability of personal security. Innovation in technological production will not cease in the short term because there are people / companies producing new technologies that have a particular purpose in society. In Digital Citizenship, the question of individualism, encompassed in most cultures, becomes an evident problem in society as a consequence of the lack of social sense of technological responsibility. Thus, there is the State's concern not only to create barriers for individuals, but also to teach a sense of responsibility in the handling of technologies.
