O verbo to be equivale aos verbos "ser ou estar" no português, porém no passado ele se transforma em was ou were de acordo com os pronomes.
Forma afirmativa: There is (singular) - There are (Plural)
Forma negativa: There is not (singular) - There are not ou There aren't (Plural)
Forma interrogativa: Is there? (Singular) - Are there? (Plural)
