HR has always been an area where bureaucratic responsibilities predominated. Only the effort to keep employee documentation organized, for example, was enough for managers and analysts to focus on the operation.
Not that it is not important, but the future of Human Resources reserves much more strategic possibilities. After all, knowledge, skills and attitudes have never played such a determining role in organizations as they do today.
