you can be fluently in english if you study at least 2 hours everyday, if you pay attention in what you're studying...
take some English content and study always more in your days ... first, see the material, second , do exercises, third, expose yourself to things in English ... books, news on the internet, articles, listen to series in English with English subtitles, talk to yourself and when you know a little bit things, start to SPEAK in english with people... you have to do it... if you don't , you will not be fluently....
there is no way to be fluent in a language if you do not speak the language ... unfortunately, a magic pill was not created for that .. speaking is the biggest secret, and if you can speak to Americans it is even better, or Canadians, or English ... or anyone that speak English.
