THERE TO BE
Usamos o "there to be" para indicar a existência de pessoas, situações e objetos. Tem o mesmo significado que o verbo "haver" (ou "ter" no sentido de existir), em Português. Todavia, em Inglês, não se pode utilizar o verbo "to have" para indicar existência. O verbo "to have", que significa "ter", indica apenas posse ou uma obrigação quando for um verbo modal (modal verb).

THERE IS: há, existe - É usado com substantivos no singular.
THERE ARE: há, existem - É usado com substantivos no plural.
EXEMPLOS:
There is a boy reading a book under a tree.
There are six billion people living on this planet.
There are children playing ball.
There is a man waiting for me outside the school.
There are ten students in class today: three boys and seven girls.

Seguem abaixo cada uma das frases em inglês preenchidas com there is ou there are de acordo com o singular e plural de cada uma delas:

Para que possamos utilizar corretamente as palavras there is e there are, primeiramente precisamos analisar a frase e entender seu contexto, assim como sua devida tradução para nossa língua mãe, que no caso é a língua portuguesa.

Em seguida, é possível preencher as lacunas facilmente utilizando uma regra simples de singular ou plural, isto é, se o substantivo da frase que vem em seguida estiver no singular, utilizamos there is, e caso o substantivo esteja no plural, utilizamos there are. Isso ocorre pois is é o verbo to be usado para o singular e are é o verbo to be utilizado para o plural.
