Explicação:

Explicando,na forma interrogativa temos que colocar o NOT na maioria, então ficaria IS NOT ou ARE NOT, e algumas vezes podemos colocar ISN'T ou AREN'T.

Já na outra pergunta, geralmente temos que inverter o verbo ou o auxiliar na pergunta ( GERALMENTE), como IT IS fica IS IT? Ou WE ARE fica ARE WE?
