a) The picture refers to traffic jams, which are very usual in big cities.

b) The advantages are that in big cities, it's normal to have everything near you. Lots of commercial buidings, malls, markets and hospitals. The disadvantages are the traffic jam (shown in the picture), pollution, crowding and crime.

c) In my opnion, cars have changed our lives for worse. They cause a lot of pollution, and kind let the public transports aside. If the government care about public transports, it would be hundred times better for the planet and us.
