Explicação:
Quando você quiser passar uma frase para o negativo, deves adicionar a palavra "not" depois do verbo. Ex: She is pretty. = Ela é bonita. She is not pretty. = Ela não é bonita. Porém, você pode abreviar(que foi o que eu fiz nas respostas acima) desse jeito aqui:
*verbo to be*+n+'+t
P.S.: Essa abrevição não se aplica na primeira pessoa do singular!(I am = eu sou)
Então, ficaria desse jeito:
I am not(como eu falei acima, não se aplica ao "eu sou/estou", mas você poderia escrever I'm not)

Agora, sobre passar a frase para a forma interrogativa, quando se trata do verbo to be(ser/estar), você só precisa trocar o sujeito e o verbo de lugar, assim como fiz nas respostas acima! Espero ter ajudado. ;)
