1) His strategy of learning is watching other people. Like the time he saw a man buying food, and that time when a woman was getting coins by leaving the handcar to the parking.
2) Viktor Navorski is a man from Krakozhia, and he went to the USA, because there was a war in his country. But the airport terminal could not let him enter in the city, so he passed many days in the airport waiting for the license to be in the city.
