Jill was a good student.

Sempre que a frase tiver algum verbo modal, como o verbo to be (was) e quisermos coloca-lá na interrogativa, devemos colocar o verbo antes do sujeito, que nesse caso é Jill.

Was Jill a good student?

The policemen were near the corner.
Were the policemen near the corner?
