Pedro, passar o To Be para a interrogativa é tranquilo: passe o verbo para a frente do sujeito:
Is my father reading...?
Is the woman preparing...
Are the neighbours washing...?
Is the boy watching...?
Is my father reading...?
Is the woman preparing...
Are the neighbours washing...?
Is the boy watching...?

A) Is my father reading a magazine?
B) Is the womam preparing dinner?
C) Are the neighbords washing their car?
D) Is the boy whatching TV?
È só passa o verbo TO BE para frente - antes do sujeito- e copiar o resto da frase normalmente- sem o verbo TO BE-.
